مفهوم المواطنة:
اشتقت كلمة مواطنة في الأصل من كلمة المدينة أو Polis باليونانية، وكانت تعني ذلك على اعتبار أنّ المدينة حق من حقوق الإنسان فتسمح له المشاركة في شؤون بنائها، وكانت تستخدم أيضاً ترجمة للكلمة الفرنسية Citoyenneté والتي تعني بالإنجليزية Citizenship، أما بالعودة إلى معاجم اللغة العربية فإنّ المواطنة كلمة مشتقة من الوطن، وقد عرفه ابن منظور بأنّه المنزل الذي تقيم فيه، والموطن هو مشهد الحرب. تعرّف المواطنة اصطلاحاً بأنّها صفة المواطن الذي ينتمي للوطن وبانتمائه هذا يترتب عليه واجبات كالولاء، والدفاع، وأداء العمل، ويسن له حقوق كحق التعليم، والرعاية، والعمل، وعليه فإنّ المواطنة هي علاقة وطيدة محددة بدستور وقوانين تربط بين الفرد ودولته، شرط أن تضمن له المساواة بين المواطنين، والعيش المشترك، والنظام الديمقراطي.
كيف يتحقق مفهوم المواطنة المساواة:
تتمثل قيمة المساواة بين المواطنين في البلد من خلال حصول الجميع بشكل متساوٍ على حق التعليم، والعمل، والجنسية، والمثول أمام القانون والقضاء، واللجوء إلى القانون والقضاء لمواجهة موظفي الحكومة، ومعرفة تاريخ الوطن، والمعلومات التي تدور حول ذلك كله.
الحرية:
تنعكس قيمة الحرية في الحصول على حق حرية الاعتقاد الديني، وبالتالي حرية ممارسة الشعائر التي تتناسب مع هذا الاعتقادي، بالإضافة إلى حرية التنقل، والتعبير عن الآراء حول مشاكل الوطن والحلول الممكنة، وهذا بالطبع يشمل حرية تأيدي أو معارضة موقف أو قضية أو سياسة معينة حتى لو كانت لا تتوافق مع الحكومة، وأخيراً حرية المشاركة في المؤتمرات الاجتماعية والسياسية.
المشاركة:
تتضمن قيمة المشاركة في تنظيم حملات سلمية من شأنها الضغط على جهة ما لتغيير قرار ما أو سياسة ما، وهنا لا بد من التأكيد على المنهج السلمي الذي يتمثل في المظاهرات والإضراب دون عنف أو تخريب، كما تشمل قيمة المشاركة إمكانية الانتخاب والترشح للانتخابات العامة، وتشكيل الأحزاب لخدمة المجتمع أو شريحة منه.
المسؤولية الاجتماعية:
تكمن قيمة المسؤولية الاجتماعية في دفع الضرائب المترتبة على العقار وخلاف ذلك، بالاضافة إلى أداء الخدمة العسكرية، واحترام الآخرين بما في ذلك حرياتهم وخصوصياتهم.
